Unable to access Member of user account

I have running Win XP Pro with 256MB RAM, 20GB Hard disk on Intel 845 Motherboard with P4-2.53GHz.

Under any user including Administrator I am not able to access the Member of . The error message is as follows:

The following error occurred while attempting to read the properties for the user.
The Workstation service has not be started.

What do I need to do to fix such problem?
