Unable to connect to any ftp sites

hi
i am running ms proxy server 4.0 to allow other machines over the network to connect to internet via proxy server.the problem is that i am not able to visit any of the ftp sites niether from any machines in the network nor through proxy server. is there is any settings has to be done???
plz. help me out in detail..
