Unable to load Odbc drivers Win ME

Any Idea’s
I am running office 2000 on Win me ( updated from win 98 se.
i first had a problem with sage payroll being unable to read its dbase.
I now realise i cant use any me updates or patches with out getting a system error 31 somthing about, translator lib
Help
