Unable to receive 2MB email

I had Exchange 5.5(SP3)install on Windows NT4(SP4). I can receive mail below 1.2MB but for mail which exceeded 1.5MB-3MB, the mail will just missing in the wild. The sender and recipient will not receive any error. Anyone know what is the problem?
