Upgrade from Office XP to Office 2003

We have upgraded Office XP to Office 2003 on our Terminal server. We have some custom databases done in access and a couple excel addins to a few users that worked well with Office XP and they had Power user permissions. With the Office 2003 upgrade, the apps can only work with the user having Admin access and not power user, this seems strange. Has anyone run into this before and have a good work around? I even installed Office 2003 as a stand alone and still have the issue.
