Upgraded to Win98, won’t login properly

I have a user with our corporate standard Win95 who needed to go to Win98 (for a software compatibility issue). I upgraded him in place (i.e., I did not reformat the hard drive and start from scratch) with a little difficulty (several more reboots than typical). Now he does not get the networking login when he starts up in the morning.
1. The network card works fine.
2. Primary login is set to Microsoft Networking in the Network properties.
3. If we choose Start/Log Off, we get the proper login box that should come up automatically at startup. Once he logs in here, he’s back in business.

Why doesn’t the network login appear automatically?
