USB disk is read only

I have a usb flash that in every windows and linux software you can not format it. Is the flash broken?
How can I format it? I tried Gparted, Testdisk and other famous windows applications.

the message in Testdisk:
Disk /dev/sdc – 16 GB / 15 GiB (RO) – USB USB DISK
Write access for this media is not available.
TestDisk won’t be able to modify it.
– This media may be physically write-protected, check the jumpers.

Have you tried to reformat the storage device?

Try it on another PC/laptop. It it fails there also, better throw it away.
But it won’t harm to try the things you read in https://www.bing.com/search?q=usb+stick+readonly

These drives go READ ONLY so you might get your files out.
So yes, you replace such a drive for about 7 USD at Target or Walmart.
