USB issues

I am working on an issue for a client. I have spent 2 days on this already. Front and rear USB ports on ASUS motherboard will not recognize Ipod or flash drives, but will recognize headphones, keyboards or mouse. Problem first arose as it was relayed to me when an MP3 player was installed. After that could not resolve issue. Have tried all the usual steps including removing software, cleaning registry, rebuilding USB root hub stack, reinstalling USB drivers, upgrading chipset, and upgrading BIOS . After all troubleshooting procedures exhausted I decided to perform a Windows XP repair. This did not work. I then backed up the PC and did a clean install Installed the drivers, applications, downloaded windows updates including SP2. The problem is still not resolved. Of note is that the IPod and flash drives do work in the usb1 PCI card that is installed. Only the integated ports are not working. My client refuses to pay me as I have not resolved the issue. As I said before, I have spent 2 days on this. Any thoughts? Does the motherboard need replacing?
