USB ports not working in XP home Dell Inspiron

I have a Dell Inspiron running XP home. USP ports all suddenly stoppd working. I found article by Brian Posey of Tech Republic July 30 2003 and folowed his suggs. I have a Dell XP Home Installation disk from 2004. I think my machine was mfgrd in 2009. It is model 1011. I opened Device Mgr. and found all USB controllers with red X (disabled). I clicked to enable and got yellow "!"symbol. But when I tried to use "update driver" option,. it would not install a driver with notice saying "USB controller Driver Installation File missing or lacking a necessary entry. Perhaps because the INF was written for WIN95 or later" I also tried to copy file from the installation disk, but was unsuccessful. I got a message from this attempt saying that the install disk was written before the version of XP Home that I have on my machine. It suggested I install the older version of XP from the disk I have tried many options both on the computer and from the disk. Before all this happened, I was using a Microsoft S/2 mouse for a long time and never any problems with any USB ports. There are 4 and all the same, inoperative. Btw, the ports will put out current (can run external drive and air fan in stand undereath the computer.) I know this is an old machine, but I was planning to give it to a granchild.
Do you have any ideas for a fix for this? Tks for your help in the past.

WIN95/98 --WINXP

I experienced this same problem but the cure was to move to WIN7. I had an older unit that had seen the generation of WIN95, moved to WIN98 and eventually to XP, the USB ports were intermittent and found that even an attempt to repair didn't find the drivers to correct the fault. I kept it backed up to each clean install so was able to go back to a clean XP generated with updates and it worked fine. Have not as yet loaded all the other programs and won't until I'm sure the fault won't return.

See my posting of 9 April 2015. Appreciate your input. btw, I imported drivers from the free Driver Booster program from Advanced System Care 8. It updated 20 drivers omn the machne.

Who makes the ports?

Have you attempted to find the correct drivers on the Internet? If you don't know who makes the ports, you can find out from the properties [ID number] or on the Dell site they may have the drivers as well.
Just because you are getting power from the ports doesn't mean they function. Boot uyp off a Linux live CD and plug something in a port and see if Linux recognizes it.

Out of date BIOS driver can create problem with your system. Check for updates!!!!

Yikes.
Install Windows 7 or Windows 8 on that thing. Even fixing it is kind of pointless.
It will probably run better on Windows 7. XP was a dog.

Sounds like a motherboard issue; one suggestion is to boot into the Dell Diagnostics...I believe it is a F10 or F12 key during boot or select 'Boot Options'? You can then run tests on all components; it is possible that the motherboard has a failure. If diags return good results, then your issue is driver related. I would check the Dell support site based on your Service Tag and check for BIOS update, updated Chipset, etc...as these updates will update critical software for motherboard. If still no luck, I would run a Windows XP Repair using original XP CD for this computer; or if data backed up, boot from CD, wipe clean and reload. Reload will not take long; the key question is: does the hardware pass diag tests? if not, laptop is toast or you can replace mobo, but not worth the cost.
