User assigned rights on a network.

I am in a directory services design class. And we have a debate on how you assign a individual user the rights to change the IP address on a computer in a domain. Our instructor has the whole class trying to lookup the correct answer to the question. I have searched everywhere I know and cannot find the answer. Does anyone have a answer to this and where I can get documentation to back it up?

Do you want to give this user the right to change the IP address on one particular machine, or to a group of machines?

Have you looked at the possible GPO's which would grant this right? In which case create a GPO for a group of users who you want to assign this right to, and make the user a member of this GPO.
