User can Not Access Adobe

I recently did a rebuild of a NT work statiion
I loaded Office 97 , Norton and a CDRW software.
I then loaded Adobe Photo 6, Adobe Page Maker 7 and Adobe Illustrator 10. When the user logs on she can access every thing except the adobe software. for Illustrator she gets CAN NOT RUN
for Page Maker SHE gets Plugin can not be completed (7212) (6752)
If I give her administrator rights all runs well. I have removed and reloaded the software 3 time but no change. WHAT CAN BE DONE TO CORRECT THIS??
