Users not receiving certain emails

This is been happening for about a month now. One of my users sends a message to multiple users. Some users get the message, some don't. I've tracked these messages using the message tracker and on the ones that don't reach the recipients I get something like this:

SMTP: Store Driver: Message Submitted from Store
SMTP: Message Submitted to Advanced Queuing
SMTP: Started Message Submission to Advanced Queue
SMTP: Message Submitted to Categorizer

I see no errors in the application log and I can't seem to find any information anywhere. This happens randomly but always happens when the same users are involved. I'm running Exchange 2000 on a Win2K server, bot with the latest SP. I also have a SurfControl Spam Filter but I don't have any rules set up to block messages between these users and I've checked the logs and these messages are not being caught as SPAM. Any help would be appreciated.

With the person sending the email - are they typing in the address or are they getting the addresses from an address book. If they are getting the address from the address book, have a look and see that the entries are correct, they may be missing something in there, part of the address.

It happens wheter the user types the address or gets it from the address book. I forgot to mention, it only happens with a few internal users. Also, if there is something missing from the address, wouldn't this generate a NDR? The user doesn't get anything, as far as he knows the message was sent successfully.
