Users unable to shutdown or reboot unless logged out of Windows 10

When I upgrade my users to Windows 10 or the latest service pack of Windows 10 they are suddenly unable to reboot or shutdown their computer from the start menu. It displays a message saying feature unavailable. When they log out they can then shut down. I’ve looked through out GPO settings as I’ve recently inherited this current network and I’m not finding a setting regarding power. Does anyone have any suggestions?
