Using Conditional Formatting in Excel with different results

Here is the sample data where the conditional formatting requirement will be based:
1 A
2 B
3 C
4 A
5 D
2 D
5 E
Color cells in Document column (say blue) IF status ISNOT 4 OR 5 AND a "duplicate record" in the same column ELSE color data row (say green) if Status=4 OR Status=5.
I tried but I face a wall and make up the formula to use in the conditional formatting. I would really apreciate any assistance. Thanks.

2 Conditional Formatting Rules

If your numbers are stored in the range A2:A8 and your letters are stored in the range B2:B8

Select the range B2:B8 and create two new rules (Select Use a formula to determine which cells to format).

First rule, =AND(A2<>4,A2<>5,COUNTIF($A$2:$A$8,A2)>1), Blue Fill Format
Second rule, =OR(A2=4,A2=5), Green Fill Format
