Using Linux as database for form

I am new to Linux. I have an NT domain with approx 3000 users. I need to have a copy of our Internet Use Agreement popup on the screen the first time that a user logs on to the computer, and then have a database file that shows that they have agreed to the form. I have been told by others that Linux is the answer to this, that it is possible to have them redirected to the Linux server, where the form will reside, and then have the Linux server handle the database. Has anyone done something like this, anyone have advice on how to make this work?
