Using policys to stop medoling with XP

I have to install some machines out in the bush. They will be stand alone ( one at each site ).

I will not beable to admin them so I need to use plicys in XP that I can set for users that will let them not be able to access control panle, networking etc.

How is this done. I have never done this with out using third part software. I do not have the go a head to buy such software. So I need to use policys in XP.

Can some one please let me now how to this or point me to a good document that will.
