How can I open a computer's default web browser and display a page (both local and remote) from a custom VB application (a button or a menu item)?

The microsoft way to open the default web browser can be found at http://support.microsoft.com/support/kb/articles/Q174/1/56.ASP

However this is a bit simplistic since you might also wish to give the option of choosing how to go online etc.

You might wish to look at
http://www.vbip.com/wininet/wininet_connection_01.asp
which has some samples and explanation of the code which you will find useful
