Viewing other users mailbox

Actually, I need to block the viewing of other users mailboxs. THe entire system is wide open. anyone can view anyone’s mail box simply by typing in their name under OPEN – Other Users folder.
Running Exchange 2000 and Outlook 2000 , on Win2000.
