Vista (64bit) no internet browsers working

I just built a new computer, I have Windows Vista Business 64 bit installed. I installed all the drivers for the motherboard. My cable modem is connected and I can ping out just fine. However no internet browsers work, IE7, IE8, Firefox all return either absolutely nothing or an encoding issue. If something comes up on IE7 the formatting is absolutely destroyed, it is like you tried to open a movie with notepad or something. Just a jumble of numbers/symbols. I have followed all the troubleshooting I can find, I have talked with my ISP 4 times, I’ve reset the modem, reset the IE settings, reinstalled Vista and all drivers. I finished building my computer on Thursday, still haven’t gotten online. Most programs that use the internet have worked, but I can’t browse.
