VPN over Microwave Radio Internet as Frame Relay Alternative

I manage the IT dept at a nonprofit. We currently have an old frame relay setup for our 4 remote locations to connect to the main office to access exchange/network shares/internet. These remote locations are between 10 and 15 miles away in circling the main office. It is currently set up with only a 56Kbs (28Kbs CIR) to 2 locations and 256Kbs (128Kbs CIR) to 2 locations. These are rather slow connections considering they are shared by 3-8 users at each locations Due to unknown issues that none of our providers (ISP, frame relay, etc) want to accept blame for even the supposed 128Kbs CIR lines only run at ~64Kbs when no remote PC's are in use. Our contract recently rolled over to month-to-month and I am looking for alternatives. They quoted me a price that was of course significantly more for point to point T1's to each location, but even if money was not an issue I don't trust them to make that solution work considering our current one is not functioning.

The cable provider does not offer service to several of our locations so there business level service is not an option. I am currently looking at microwave radio internet, specifically service from www.phoenixinternet.net who use Motorola Canopy technology, and using VPN hardware. This solution would provide each location with a 2Mbs connection to the internet and the main office via the VPN over the internet. Some VPN hardware that I've looked into:
-Cisco Pix 501 or 506E firewall/VPN (these are expensive but we get discounts on them since we are a nonprofit)

Please let me know if you have any input on the using the above VPN over wireless solution or any other cost effective frame relay alternatives.
