W2K Pro & W95 Nodes not displayed in NT

I have a Small Business Server 4.5 running NT4.0 SP6a. A windows 2000 Pro SP2 node & a Windows 95 OSR2 node are not seen via Network Neighborhood in NT Explorer from an NT4.0 Workstation SP6a. I tried using an LMHOSTS file on the NT workstation to no avail. The nodes names are of the format NODEnn.
1. Why can't I see the two non-NT workstations.
2. What needs to be done to allow the viewing of the node name.

Need more info on net config for workstations and server. Is NetBIOS for TCPIP enabled, proper security accounts, shares enabled? Sometimes you can map remote shares , that don't appear in network nieghorhood, by typing the path { \\machine\share ).
