W2K Server / Exchange 2000 logon error

Using Administrator's rights and logon, we get the error "you do not have permission to logon" when trying to establish a new (an additional) Outlook profile. In the past, anyone with admin rights could create a user profile. Can you shed some lighton what may be wrong...

Unlike exchange 5.5 permissions admin account (which could open any mailbox) Exchange 2000 specifically removes this right from everyone.

Therefore you either have to give specific permission to the administrator mailbox to the individual mailboxor give full access rights to the admin mailbox to all mailboxes.
