W98 Fatal exception 0028 VxD PTV

I get the BlueSOD when loading modemdrivers(PCtel/HSP56mr). “Fatal exception at 0028:c14a0f9a in VxD PTVcd(01)”.Microsoft KB doesn’t list this particular error mssg. Any takers?
