web based digital imaging software

I am an ASP and have a dental software package running on terminal server. I am looking for a way to provide digital imaging. I do not have the funds to use Citrix and cannot find oand do not know of how to make a serial port function through terminal server so I am wondering if there is any off the shelf software to help add digital imaging to my database software. It would encompass scanning images locally and haveing them integrate to my terminal server software that is not local
