That really depends on where your internet site is primarily marketed toward and what language the majority of your customers use. Your question is not very clear and it will be difficult to get much feedback. Is this only a web page development question or a marketing one instead?

There is no simple language for web development, although there are tools (CMS’es) that are relatively easy if you want a simple website.

How it is used really depends on the tool.
