Web Site Developement Tools

I'm going to develop a web site as a side business. I have already signed up with a hosting service. Years ago I wrote a program in MS Access / VBA to run a hockey pool targeted to sport teams for fund raising. I now want to re-create it as a web service. The site will be mostly data forms to be completed by the users with the entered data stored in a MySQL database. Other functions will display and report on db content, do some backend calculations and db entries, and ecommerce for them to licence the use of the program. I have old school programming experience in 'C' and have only dabbled in HTML and SQL. I've taken courses in C++ and Java only to understand OOP but have no practical web development experience. I have been told WordPress is the way to go which my hosting company supports. I'm looking for recommendations on development environments, software, addons, I should learn and use. Thanks!

Wordpress is preferable

I have worked with several systems over the years, and my favourite is wordpress - no discussione. If you are careful when downloading plugins, this is a very easy to manage open source system. The styling opportunities are also many, I usually install bridge and look through styles that matches the website product.
One of the wordpress sites i have worked with is this where content is still a work in progress, but i like the way to make categories - which is super easy in wordpress.

Considering the use of your website (hockey pool) i think wordpress would be the best solution.

Thanks! Yep, WordPress seems to be the unanimous choice. If anyone can suggest which plug-ins I should use to handle my input forms and saving that data to a mysql database, it would be appreciated. Thanks so very much.

You can use Cms's for developments
