Obviously, the strategy is to first find out what you want to do with your site and what the bottlenecks are to reach that.
First define the purpose (like the number of visitors, the number of clicks on a link to a webshop, the number of clicks that result in the customer buying something and you being paid, or simply the amount you earn).
Maybe you need more advertising, or better SEO or more inviting links or higher quality content or links to better shops or to lower prices or to more expensive products or to shops giving you a higher reward. But that depends on the bottlenecks you found.
