      Too many questions to answer all. So I’ll only answer the question in your subject line.

      There is no generally accepted standard for “web developer” and “web designer”, so not universal answer for the differences either. They can be different between companies, teams within a company and projects within a team, depending on the size and complexity of the project, the compentencies of the members of the team and the system development method used.

      But it are nice questions for an IT bachelor project on a university, interviewing managers and HR-staff at different companies and comparing job lostings and job sites to see the variation.

      As an example: if, as it’s often the case, you as a freelancer are making a WordPress site for a client, you’re both. That, by the, way is the answer to the first question in your fourth line: yes.
