There is no best. That depends on the features the website should have and on your experience.

To make a basic website, open Notepad, type “This is my first website.”, save the file as mywebsite.htm (not mywebsite.htm.txt !) and open it in your favorite browser. Then you’ll see your first website, made in a few minutes and without any coding.
