What is the best format for my report?

I have a quarterly report that contains approx. 20 -25 Excel charts and about 10 pages long. The report was originally created in Word but that took forever to load and even with locking, the graphs and text boxes moved around. I recently moved it to Excel and everything is fine. Now they are talking about posting the report to the Intranet. I don’t have PDF writer and I can’t save the pages as HTML files in Excel. I have tried to cut and paste the pages to PowerPoint but that locks up when I try to save. I’m thinking about moving the whole thing to Access. What is the best way to handle this problem?
