Cloud based software is software that runs in the cloud, not on your own devices (PC or servers). “Own” here includes private servers (virtual or not) located at the hosting company your sites run on, although if they are virtual the hosting company might choose to use cloud-based ones, but the location of the server is not important for you.

Depending on what the Local Laws are and the thing that the App is doing. Many countries around the world mandate where some things need to be kept on Remote Servers and where they can not be kept.

For instance the US Security Services clearly state that Huawei devices are not permitted so any Cloud Storage place that may have a single Huawei switch or whatever in is a clear breach of Security and has to be avoided.

Same applies to the Local Laws where the Cloud Servers are they may allow the local Government free access tot he Facility and unimpeded access to the data which could break your local Privacy Laws or whatever.

This entire area id a minefield when Security becomes involved and doesn’t bear looking at too closely for fear of breaking your Local Laws where you are currently. But even then Ignorance of the Law is No Defence of any Laws you may break unknowingly.
