People and organizational objectives and requirements are unique for every situation, variable over time, and subject to external influences.

In general, the role of management is to define organizational objectives and requirements in such a way that the people in the organization can apply their capabilities towards achieving the objectives and requirements. Management also has the role of providing or enabling the people in the organization toachieve a sense of accomplishment, and of reward in terms of time, money, knowledge, security, and prestige. Good management is perhaps best characterized by how little direct involvement appears to be involved in meeting these roles.

They manage best who manage least might be inappropriate as a direction of how, but makes an excellent metric of success.
