It's clear there is a negative correlation between that software and productivity. Time spent on maintaining the system (for changing employees, teams and projects) and for entering and analysing data is improductive time.

Sometimes, however, it must be done because the time spent on something is being invoiced. Then you have to know the time.

The progress of projects usually is measured by comparing status and results with the planning. Not by comparing time spent with the planning.

Actual productive work would not revolve around the software you noted. But you can see it from the view of the bean counter that such is for the bean counter "productive."
