left = 25 * (quarters + 10) * (dimes + 5) * nickels + pennies;

Should be:
left = (25 * quarters) + (10 * dimes) + (5 * nickels) + pennies;

Not sure but ...

I think the
left = left % 25; /* (% 10, %5) */
should be
left = left - (temp * 25 ) /* % 10, %5 */

The % will always give you a value the remainder, 0 to the base - 1. If there were no quarters, dimes, nickles you should not change the value of left as nothing was taken.
