What is wrong with network connection?

I’ve looked all over for the answer to this and can’t find a solution. I have a Dell Desktop running windows xp. When I hook my ethernet cable to the pc it is constantly acquiring ip address and will not connect to internet. Now thinking the card maybe bad I replaced it and got the exact same result. So when I go into the network card properties and set a static ip address it works it gets online. If you try to right click and repair it says it cannot renew ip address. I’ve went to cmd prompt and tried the ipconfig /release /renew options but that didn’t seem to work. I’ve gone into services and everything looks like its turned on there. What have I missed? Was trying to avoid doing a reload but so far that seems to be the only option right now unless anyone can think of something I’ve not tried. Thank you in advance.
