the answer depends on the amount of money you want to spend..

NT is expensive.. (database would be M SQL server on win 2k)

Linux is faster and cheaper (database would be My-SQL)

but... i would expect this common knowledge :)

so where is your specific problem ?

If your question is which platform would give you the greatest customer reach, I think the answer is "either". You might want to look into web services that would post your articles in XML--it wouldn't matter what platform your customers use.
Otherwise, NT has the greatest installation base right now, though Linux is gaining...

I'll choose Linux&MySQL or Linux&PostgreSQL
These products are completely free and well-documented. MySQL and Postgres both have convenient development API for C, C++, Perl, Python and many others.
