– What kind of powerful do you mean: processing (fast CPU) or graphics (fast graphics for gaming)?
– What screen size do you prefer (say, 13″, 14″, 15″, 17″) or is that not important (because you’re going to use mostly with an external monitor)?
– Any special requirements, like must have WiFi 6 or RJ-45 port or DVI or DVD-burner or numeric keypad or 4K webcam or backlit keyboard or 3 years warranty or … ?
– US dollar?

There are plenty of laptops under $1000 out there, the issue is whether it will do what you want to do. As mentioned earlier, we don’t know what you want to do with the computer. For bare bones hardware, you can even get a Google Chrome computer for under $100. The only thing is that it may not be fully compatible with the programs you need or want to use.

I need it for programing, designing/painting, and probably gaming. I would prefer if it has a touch screen.

Based on your latest response, you will need to spend more than $1000 to do all that. I can only assume you are in the US. You don’t want the minimum processor, RAM and storage. I have rarely seen touch sensitive screens on laptops under $1000 and if so, they may be 15-inch screens. Best wishes.
