What’s in a Workgroup?

Win 2K Pro computer will ping ip addresses on the workgroup, but not by name. It displays the workgroup name, but no names of computers on the workgroup under Network Neighborhood. No computer on the workgroup can find the Win 2K Pro computer. All computers on the network have Static IP Address – peer to peer networking. All other computers use Win 98SE or Win XP Pro OS. How can get this Win 2K Pro on the network?
