Whats the point of Out of Office Assistant?

So I enable Out of Office Assistant on the Exchange server. I test. Everything works fine… while my account is logged on and outlook is open. As soon as I close outlook the Autoresponder stops autoresponding. So basically the Out of Office Assistant is completely useless?
