Do you currently use/own a cell phone? Most, if not all cell phones offer GPS tracking but you may need to download an application for specific needs. What budget do you have? Have you compared any specific device yet? The days of dedicated GPS units are somewhat limited in this modern age with the advent of GPS enabled phones that also use cellular technology in conjunction with satellite GPS.

      Radar? Voice?

Supply an example because I was on the engineering team for commercial vehicle tracking. We used a cellular radio+GPS module so I know this area quite well.

But I’m guessing that this is some hobby sized boat and for that I’d use some cell phone and GPS app. The simplest way to waterproof this is a zip-lock bag. Cost could be 20 to 30ish dollars.

I would not rush out and buy most trackers today since many are 3G and older cellular radios which in the USA looks to be fully shut down over the next few months.
