      That are perfect questions for project for a group of bachelor students of IT. They can compare different tools and languages to build the prototype of a website for which you specify the requirements. They all need HTML and CSS, of course, and most llikely Javascript, because that are the only things that browsers recognise. And maybe some SQL for a database needed by the site, but that depends on your requirements.

      Be sure your requirements are such that they can’t be met by only using WordPress.

      But as I work with people that build sites they use almost all of those along with frameworks and then, WordPress which removes all those questions and let’s everyday folk make a web site.
