      Most development languages and tools for mobile apps will work for this.

      Use a cross-platform tool if you want your app to work on both Android and iOS. But you can also choose to use different tools for those different OS’es. Your choice.

      Do you already have a webshop? Then you can use the same database with data about your groceries (like price, promotions, stock) and about your customers in the app and in the site.

      If your website is responsive, you can consider to use a website wrapper to make an app. That’s less work than creating one or two dedicated apps.
