Why aren’t their sub-categories for forums?

I don’t understand why there are no multi-level subcategories in the forums? I go to the forums page > software > then there are no subcategories for the 44,250 discussions. This makes no sense to me. I know about tags but I tried putting in a tag for “OneNote 2016” like I did for “Word 2016” and nothing came up. I can’t believe that out of 44,250 discussions in software there isn’t one discussion for OneNote 2016. Why aren’t the forums divided up for example in software: Microsoft > Office > 2016; 365; 2013; older; > Word; Excel; Access; Outlook; OneNote; etc.
Why aren’t there more options of tags to choose from?
