why can’t i get aol 7.0 cd to setup on c

I have tried but sticks at access remote calling access numbers. Is there a specail command for the modem, I need to be concerned with. It has 96 ram, running win 95, is ibm computer , 300mhz processor, any ideas? If need more info let me know, would be greatly appreciated any suggestions. thanks
