Why can’t I move or copy files in Win98S

I used to be able to, but I upgraded to the latest browser(IE5 SP1, I believe?) a week ago using Windows Update. Now I cannot copy or move any file in Explorer. Cold shutdown doesn’t help; neither does clearing the cache or RAM; and deleting all files in the clipboard doesn’t help.
If I Ctrl+X, the file icon fades indicating that it has been “picked up”, but when I try to paste to another folder, I get “Illegal function” and “Internet Explorer internal error; close and restart” messages andExplorer closes.

Also, my folder options are now permanently in the “View as Web Page” mode.

I uninstalled IE5 and Win98SE indicated that the previous version of IE had been reinstalled, but my problems persist.
