Why cant I send Email from Hotmail?

Starting Saturday of this week I am unable to send or forward any messages from my Hotmail account. I can recive and read what I get. The one strange thing is that I have like a mini Word tool bar on the top of the text box. It will not let me put the cursor in the text box. Can you help me?
