Why can’t I send files to cd?

I use Win98se and use Nero with InCd. Whenever I try to write info to cd, messages like “access denied, disk is write protected come up. What is the problem. I use a TDK cd-rw drive and I have tried using the UDF packet program with InCd, but the crap will not let me put on disk. What is the problem?
