Why does Internet Explorer include a “run” option for downloads?

I have a boss who screwed up his computer yet again because he chose “run” instead of “save” when I told him to download and install a program, and he insists on using IE instead of Firefox.

I can’t explain to his satisfaction why he should save the file to his desktop and then run the installation, when, in his logic, if IE gives him the option to run the file instead of saving it, he doesn’t undertstand why he can’t just run the file instead of saving it.

No matter what I tell him and what the outcome is, he insists on running the file, because IE gives him this option. So basically I want to know Microsoft’s reasoning for including this option for downloads in every version of IE back to the beginning, when it obviously creates problems.
