Why does RAS service “spike” CPU?

I recently installed RAS and found that whenever I start the “REMOTE ACCESS SERVER” service, my performance monitor readings for %PROCESSOR TIME “spike” to about 60% every 15 seconds –otherwise processor time shows normal readings.
If I turn the service off, all’s good.

Why the RAS service sending out these pulses so often??
I have removed and re-installed both RAS and modem driver. No difference.
