Why don’t JPEGs always work?

I have a JPEG E-mail banner with a link to a web page. It is posted on www.apex101.net. I can just highlight the banner on the site, copy it into an E-mail and send it. Others, trying the same trick are getting spotty results. Only one of two E-mails sent back to me showed the image in firefox. The links worked in both. I sent the one that worked back with a comment that it did for me. She resent it with another comment, and the JPEG would not display! On checking IE and Chrome, IE did not display and linked to a blank page, And Chrome neither linked at all nor displayed even the undisplayed picture icon. Did I design the banner wrong, or is there something else that could cause this uneven response?
